The Ministry of Housing and Urban-Rural Development put forward the overall requirements for the work in 2020, emphasizing the continued systematic and holistic promotion of sponge city construction.

The meeting pointed out that in 2019, under the strong leadership of the Party Central Committee with Comrade Xi Jinping as the core, the national housing and urban-rural construction system firmly established the "Four Consciousnesses", strengthened the "Four Confidences", resolutely achieved the "Two Safeguards", adhered to the people-centered approach, sought progress while maintaining stability, reformed and innovated, and took responsibility, promoting new progress and results in various tasks of housing and urban-rural construction. First, we resolutely implemented General Secretary Xi Jinping's important instructions on housing and urban-rural construction, solidly carried out work such as preventing and resolving real estate market risks, improving the housing security system, and strengthening urban and rural construction management, and practiced the "Two Safeguards" with practical actions. Second, we steadily implemented the long-term mechanism plan for the stable and healthy development of the real estate market, implemented the city's main responsibility system, steadily promoted the "one city, one policy" pilot, and the real estate market maintained stable operation overall, achieving the goals of stabilizing land prices, stabilizing housing prices, and stabilizing expectations. Third, we solidly promoted housing security work, and the housing conditions of urban low- and middle-income residents continued to improve. We accelerated the research and improvement of the housing security system. We standardized the development of public rental housing. We continued to promote the renovation of shantytowns. As of the end of November, 3.15 million units had been started, exceeding the target of 2.89 million units. We incorporated the renovation of old urban communities into the affordable housing project and piloted and explored nine aspects of the system and mechanism, such as financing methods and mass co-construction. Fourth, we accelerated the transformation of urban construction methods, and the high-quality development of cities has taken new steps. We carried out pilot work on urban physical examinations. We accelerated the construction of the City Information Model (CIM) platform. We continued to promote the construction of sponge cities, basically completing the phased goal of supplementing shortcomings in urban drainage and flood control, and the proportion of black and odorous water bodies eliminated in built-up areas of prefecture-level and above cities reached 84.9%. We comprehensively carried out urban domestic waste classification, promulgated and implemented the national standard "Classification Marks for Domestic Waste", and the average coverage rate of waste classification in residential communities in 46 key cities reached 53.9%. We strengthened urban management services and carried out a special campaign of "cleaning up the city appearance and environment and welcoming the National Day in a clean and beautiful manner" to celebrate the 70th anniversary of the founding of New China with a clean and beautiful environment. Fifth, we vigorously strengthened rural construction, and the rural living environment continued to improve. We made every effort to promote the renovation of dilapidated houses in rural areas. As of the end of November, 97.9% of the 1.352 million dilapidated houses that needed to be renovated for poverty alleviation had been started. We carried out pilot projects for the construction of steel structure assembled farmhouses. We promoted the improvement of the rural living environment. The rural domestic waste collection, transportation, and disposal system has covered more than 84% of administrative villages, and 86% of the task of rectifying informal garbage dumps has been completed. Sixth, we continued to deepen the supply-side structural reform of the construction industry, and the development quality and efficiency of the construction industry continued to improve. We carried out pilot projects for the construction of steel structure assembled houses and promoted new construction methods. We promoted the reform of engineering construction standards and engineering cost, improved the building market management system, deepened the reform of "delegation, management, and service" in the construction industry, implemented the engineering quality and safety manual system, and strengthened the quality and safety supervision of building construction. Seventh, we comprehensively promoted the reform of the approval system for construction projects and achieved remarkable results in optimizing the business environment. China's world ranking in handling construction permit indicators has jumped from 121st to 33rd. Eighth, we practiced the Party's mass line in the construction and renovation of urban and rural living environments, and the activity of creating a beautiful environment and a happy life together was deeply promoted. Combining the construction of farmhouses and the improvement of the living environment, the renovation of old urban communities, and the classification of domestic waste, we gave play to the leading role of grassroots party building and mobilized the masses to jointly build, govern, and share a beautiful home. Ninth, we carried out in-depth thematic education on "remaining true to our original aspiration and keeping our mission firmly in mind" and comprehensively strengthened Party discipline. We continued to study and implement Xi Jinping's thought on socialism with Chinese characteristics for a new era, unswervingly strengthened the Party's political construction, earnestly grasped the special rectification of problems that disregard and infringe upon the interests of the masses, perseveringly rectified unhealthy tendencies and disciplines, and strengthened the construction of the cadre team.

The meeting emphasized that in 2020, the following nine aspects of work should be focused on: First, focus on stabilizing land prices, stabilizing housing prices, and stabilizing expectations, and maintain the stable and healthy development of the real estate market. Adhere to the long-term positioning that houses are for living in, not for speculation, do not use real estate as a means of short-term economic stimulus, continue to steadily implement the long-term mechanism plan for the stable and healthy development of the real estate market, and focus on establishing and improving the system and mechanism for real estate regulation. Accelerate the construction of a three-level CIM platform framework system at the ministry, provincial, and municipal levels. Systematically promote the construction of sponge cities in the whole region and promote special actions to supplement shortcomings and renovate infrastructure. Comprehensively promote urban domestic waste classification, and 46 key cities should achieve the goal of basically building a domestic waste classification and treatment system in 2020. Strengthen the protection of historical and cultural heritage and build a national urban-rural construction and historical and cultural heritage protection system. Continue to deepen the reform of the urban management law enforcement system and accelerate the construction of an urban comprehensive management service platform. Fifth, focus on improving rural housing conditions and the living environment and build "beautiful villages."
