The meeting pointed out that since the 18th National Congress of the Communist Party of China, the Party Central Committee has profoundly grasped the laws of urban development in China under the new situation, adhered to the Party's comprehensive leadership over urban work, adhered to the principle that the people build the city and the city is for the people, adhered to the systematic planning of the city as an organic life, and promoted historical achievements in urban development. The meeting pointed out that China's urbanization is shifting from a period of rapid growth to a period of stable development, and urban development is shifting from a stage of large-scale incremental expansion to a stage dominated by stock quality improvement and efficiency enhancement. Urban work must profoundly grasp and actively adapt to changes in the situation, change the concept of urban development, pay more attention to people-oriented; change the mode of urban development, pay more attention to intensive and efficient; change the driving force of urban development, pay more attention to characteristic development; change the focus of urban work, pay more attention to governance input; change the methods of urban work, and pay more attention to overall coordination.

The meeting outlined seven key tasks for urban development: First, focus on optimizing the modern urban system by enhancing cities' comprehensive capacity to support population, economic, and social progress. This involves developing clustered, networked modern urban agglomerations and metropolitan areas, promoting county-level urbanization, continuing to integrate rural migrants into urban life, fostering coordinated development among cities and towns of all sizes, and promoting integrated urban-rural development. Second, concentrate on building dynamic and innovative cities. Nurture innovation ecosystems and achieve breakthroughs in developing new quality productive forces. Enhance urban momentum through reform and opening up, implement high-quality urban renewal, and leverage cities' pivotal role in both domestic and international dual circulation. Third, prioritize building comfortable and convenient livable cities. Integrate planning for population, industry, urban areas, and transportation to optimize urban spatial structure. Accelerate the development of a new real estate model, steadily advance the renovation of urban villages and dilapidated housing, vigorously develop lifestyle service industries, improve public service levels, and safeguard basic living standards. Fourth, dedicate efforts to building green, low-carbon, and beautiful cities. Strengthen ecological environment governance, implement more effective measures to address urban air quality, protect drinking water sources, and manage new pollutants. Promote synergistic pollution reduction, carbon reduction, and green expansion to enhance urban biodiversity. Fifth, commit to building safe, reliable, and resilient cities. Advance the construction of safety projects for critical urban infrastructure, accelerate the renovation and upgrading of aging pipelines, strictly limit super high-rise buildings, and comprehensively improve housing safety. Strengthen urban natural disaster prevention and control, coordinate urban flood control systems and drainage management, enhance overall social security prevention and control, and safeguard urban public safety. Sixth, strive to build civilized cities that promote ethics and goodwill. Improve the historical and cultural preservation and inheritance system, refine the urban style management system, and protect the city's unique historical context, human geography, and natural landscape. Strengthen the development of urban cultural soft power and improve the civic quality of residents. Seventh, endeavor to build convenient, efficient, and smart cities.
